Establishes a 13-member Study Commission on Carbon Dioxide Storage Facility Fees to evaluate appropriate fee levels for underground carbon dioxide storage facilities in Alabama

Commission membership includes legislators appointed by House Speaker, Senate President Pro Tempore, and minority leaders, plus appointees from the Governor, Lieutenant Governor, State Oil and Gas Board, and industry organizations including the Energy Institute of Alabama, Manufacture Alabama, and American Petroleum Institute

Commission must assess other states' fee practices, determine fee levels that could create competitive disadvantages for Alabama, and identify fees needed to protect natural resources including drinking water sources

Initial meeting required by July 1, 2026, with a final report including legislative recommendations due to the Legislature by November 1, 2026, at which point the commission dissolves

Legislative members receive compensation, per diem, and travel expenses; nonlegislative members serve without compensation but may receive expense reimbursement
