Expands the Alabama National Guard Educational Assistance Program to cover workforce development programs, including accredited and nonaccredited certifications and stand-alone training, in addition to traditional college degrees

Authorizes tuition assistance to cover on-campus living expenses (residence halls/dormitories) and required meal plans as new "educational expenses"

Removes the $10 million annual cap on appropriations, instead requiring annual reevaluation to correspond with average changes in higher education costs

Eliminates the "Academic Excellence Benefits" program that provided additional funds to undergraduates with 3.5+ high school GPA who maintained 3.0+ college GPA

Limits assistance to 120 academic hours (maximum 72 from community college) for bachelor's degrees or 60 hours for graduate degrees, with benefits applied on a "last-dollar" basis to maximize all educational benefits
