Places the board as a division within the Alabama Department of Public Health beginning October 1, 2026

Requires the Department of Public Health to provide all administrative services for the board, including financial services, legal services, office space, staff, IT support, and office supplies

Authorizes the State Health Officer to employ an executive director and retain outside counsel for the board, using funds appropriated to the board

Transfers all real and personal property of the board to the Department of Public Health on October 1, 2026
