Class 8 municipalities with populations of 25,000+ that span two counties may opt out of county personnel board jurisdiction by ordinance, effective six months after passage

Municipalities that opt out must establish their own civil service system and protect all vested rights of existing employees and appointees

A municipality may opt back into county personnel board jurisdiction no earlier than 10 years after opting out, at the municipality's sole discretion

Opting-out municipalities must adopt antidiscrimination policies prohibiting employment decisions based on political/religious opinions, race, gender, or other protected characteristics

Repeals Section 11-43-5.2 (Act 2023-460) and retroactively ratifies actions of any municipality that previously opted out under that law
