Permanently establishes the Alabama Resilience Council as an advisory body within the executive branch, codifying the entity originally created by Executive Order No. 736 in May 2023

Creates a Chief Resilience Officer position appointed by the Governor to coordinate council activities and lead development of a statewide resilience plan that must be completed within two years and updated every two years

Council voting membership includes the Governor, Chief Resilience Officer, and heads of 15 state agencies including departments of Transportation, Emergency Management, Public Health, Insurance, and Environmental Management

Requires the statewide resilience plan to include a comprehensive risk and vulnerability assessment, prioritized resilience actions, community preparedness strategies, and an implementation strategy

Establishes the Alabama Resilience Council Fund, funded beginning in fiscal year 2028 by 10% of certain Insurance Department collections, capped at $1,000,000 annually; effective date October 1, 2026
