Local boards of education and certain public procurement units may purchase and install materials or equipment through cooperative purchasing programs (Section 16-13B-2(a)(13) or (15)) without following standard public works bidding procedures

Installations under this exemption must use a design professional for plans, meet building code compliance requirements, satisfy bond requirements, and use Alabama-licensed contractors

Contracts must be competitively awarded through a bid process approved by the Department of Examiners of Public Accounts

The remaining portion of any public works project must still follow standard bidding requirements, even if the remaining cost falls below the $100,000 threshold after excluding exempted material purchases
