Privilege assessments are treated as allowable costs and factored into Medicaid per diem reimbursement rates for nursing facilities

Locks Medicaid reimbursement methodology for nursing homes to the Alabama Administrative Code Chapter 560-X-22 as it exists on May 1, 2026

Maintains the quality incentive program with a minimum $5 million annual fund for nursing facilities meeting quality measures based on CMS metrics and customer satisfaction surveys
