Alabama Department of Transportation authorized to install automated speed cameras in highway construction zones; Alabama State Law Enforcement Agency to operate the systems and issue civil citations to vehicle owners recorded exceeding posted limits by 10+ mph when workers are present

Civil fine set at $200 per violation with no criminal penalties, license points, or license suspension; late payment penalty of up to $25 per month may be added after 60 days

Citations must be mailed within 30 days of violation and include photographic evidence, speed recorded, date/time/location, and instructions for contesting; preponderance of evidence standard applies in adjudication

Affirmative defenses include: following police orders, operating emergency vehicle, stolen vehicle or plates, hazardous road conditions, or not being vehicle owner at time of violation

Civil penalties split 50% to Alabama State Law Enforcement Agency Public Safety Fund and 50% to Department of Transportation Public Road and Bridge Fund; effective October 1, 2026
