Provides $66,000,000 to the State Industrial Development Authority for energy infrastructure: $16,000,000 from the Alabama Energy Infrastructure Fund and $50,000,000 from the Strategic Energy Infrastructure Development Fund

Appropriates $11,000,000 total to the Unified Judicial System from four funds (Administrative Office of Courts, Court Automation, Advanced Technology and Data Exchange, and State Judicial Administration) for salaries, personnel, and general operations

Transfers up to $35,137,949 to the Legislative Council for construction and related expenses for the new State House, funded through transfers from the Refundable Tax Credit Fund ($22,137,949) and Real Property Management Fund ($13,000,000)
