Increases funding for the Department of Human Resources' food stamp program administration from 5% to 7.5% of the value of food stamp benefits issued statewide, to comply with the federal One Big Beautiful Act

Removes the requirement that the Children's Health Insurance Program (CHIP) be funded as a first charge against use tax allocated to the General Fund, allowing other revenue sources to fund CHIP

Amends Sections 40-23-35 and 40-23-85 of the Code of Alabama 1975 regarding distribution of sales and use tax funds

Effective date: September 1, 2026
