Expands the use of the Administrative Office of Courts Advanced Technology and Data Exchange Fund to allow expenditures for "general operation of the courts," removing the previous restriction to specific technology and justice administration purposes only

Creates three new separate funds in the State Treasury: the Supreme Court Advanced Technology and Data Exchange Fund, the Court of Civil Appeals Advanced Technology and Data Exchange Fund, and the Court of Criminal Appeals Advanced Technology and Data Exchange Fund

Authorizes the Administrative Office of Courts to transfer existing fund balances to the three newly created appellate court funds

All new funds will be funded through user fees, copy fees, subscriptions, service charges, legislative appropriations, grants, and gifts associated with the appellate court case management system

Effective date: June 1, 2026
