Amends Section 31-2-41 of the Code of Alabama to revise and expand the military awards system for Alabama National Guard members, establishing a clear hierarchy with the Governor's Cross as the highest award, followed by the Distinguished Service Medal and Alabama Commendation Medal

Transfers authority to present certain awards from the Governor to the Adjutant General, including the Exceptional Service Ribbon, Faithful Service Ribbon, and 11 other service-related awards and certificates

Creates new awards including the Phenix City Civil Disturbance Medal (for service June 18, 1954 to January 17, 1955), Operation Desert Storm Ribbon (minimum 30 days service), National Emergency Service Ribbon with Berlin Crisis and 9-11 Clasps, and recruiting-related ribbons

Updates eligibility requirements, including changing the Veterans Service Medal threshold from 20 years to 21 years of aggregate service, and adds bronze devices to denote additional years of service beyond initial thresholds
