Prohibits 501(c)(3) and 501(c)(4) nonprofit organizations from contributing to political action committees entirely, and from contributing to principal campaign committees unless registered with the Secretary of State as a "political donor organization"

Requires registered political donor organizations to make contributions only from a separate, segregated "political spending fund" and to disclose the identity of any contributor giving more than $100 to that fund within a 12-month period

Mandates political donor organizations provide written notice to contributors that their funds will be used for political spending and their identity may be publicly disclosed if contributions exceed $100

Requires organizations to maintain political donor accounting records for five years and make them available to the Secretary of State or State Ethics Commission upon request

Effective October 1, 2026; intentional violations of reporting requirements constitute a Class A misdemeanor
