Renames the Alabama Space Authority to the Alabama Aerospace and Defense Authority, effective October 1, 2026

Expands authority membership from approximately 12 to 13 voting members by adding the Finance Director and Secretary of Workforce, plus adds the CEO of the U.S. Space and Rocket Center Commission as an ex officio nonvoting member

Appointed industry members (5 total) serve terms concurrent with and at the pleasure of their appointing authority: one appointed by the Governor, two by the Speaker of the House, and two by the President Pro Tempore of the Senate

Adds new duties including developing strategies to promote private investment and performing actions necessary to carry out the authority's purposes

Requires the authority to establish operational procedures and guidelines, may create committees with nonmembers, and must submit any adopted bylaws or policies to the Legislative Council for review
