Specifies that paralegals and warrant officers employed within the Office of General Counsel report to the General Counsel rather than the State Staff Judge Advocate

Establishes that Associate General Counsels for various legal practice areas (military justice, contract/fiscal law, administrative/civil law, operational law, legal assistance) serve as coordinators "for the Office of General Counsel" in coordination with State Staff Judge Advocates
