Requires a special primary election when legislative or congressional district boundaries are changed by the Legislature or court order too late to accommodate the normal primary schedule, provided the special primary can be completed by the last day of August

Special primary elections apply only to districts affected by redistricting, and any prior regular primary results for those offices are voided for purposes of determining party nominees

Governor must issue a proclamation calling for the special primary election within 5 calendar days of a triggering redistricting event

Candidates who qualified for the regular primary in affected districts remain eligible for the special primary ballot, subject to applicable laws and party rules

Effective immediately upon passage
