Expands legislative security personnel responsibility to cover the new Alabama State House, legislative parking deck, adjacent park, and official off-site legislative events designated by the President Pro Tempore and House Speaker

Creates the crime of unlawful use of unmanned aircraft systems (drones) within the Capitol complex, with violations classified as Class C felonies for surveillance/photography with criminal intent or interference with Capitol operations

Beginning January 1, 2027, prohibits all drone use within 500 horizontal feet and 250 vertical feet of Capitol areas, with first offense as Class C misdemeanor and subsequent offenses as Class B misdemeanor

Exempts federal and state government entities, their contractors, emergency responders, and persons with written permission from the ALEA Secretary from drone restrictions

Authorizes Alabama State Law Enforcement Agency to take countermeasures against violating drones including jamming, hacking, physical capture, and seizure of aircraft and attached property
