Amends Section 127 of the Alabama Constitution of 2022 to require a special election to fill a lieutenant governor vacancy if it occurs more than 60 days before the next general election where state officers are elected

Establishes succession order when both governor and lieutenant governor offices are vacant: president pro tempore of the senate, speaker of the house, attorney general, state auditor, secretary of state, then state treasurer

Requires all legislative travel expenditures to be approved by an officer of the Legislature elected by the full membership of the respective chamber

Updates language regarding gubernatorial succession in cases of impeachment, absence from state over 20 days, or incapacity to serve

Requires voter approval through a statewide referendum to take effect as a constitutional amendment
