Local boards of education must redact account numbers, tax identification numbers, routing numbers, employee identification numbers, and sensitive personally identifying information from public contract records before releasing them

Prohibits the sale, giving, or receipt of name and address lists obtained from local school board public records for the purpose of selling or offering property or services to those listed

Attorney General may impose civil penalties up to $500 per violation for knowingly using school board public records for prohibited solicitation purposes

Public officers may require requesters to sign a written certification stating they will not use the records for solicitation or share them with others for that purpose

State Board of Education authorized to adopt rules and create a model certification form for implementation; act takes effect immediately
