Removes makeup application from the definition of esthetics, exempting makeup artists from Alabama Board of Cosmetology and Barbering licensing requirements

Creates a new exemption for blow-dry styling services, defined as cleansing, conditioning, drying, arranging, curling, straightening, or styling hair using only mechanical devices, brushes, combs, and topical products—without cutting, coloring, or chemical treatments

Exemptions apply only to individuals who exclusively provide makeup or blow-dry services and do not perform other barbering, cosmetology, or esthetics services

Amends Sections 34-7B-1 and 34-7B-13 of the Code of Alabama 1975 to add statutory definitions for "blow-dry styling" and "makeup application"

Effective date: October 1, 2026
