Possession of less than one ounce of marijuana would be reclassified from a Class A misdemeanor to a violation punishable only by a fine up to $200

Possession of one or more ounces of marijuana would carry graduated penalties: first offense is a Class C misdemeanor with up to $250 fine, second offense within five years is a Class C misdemeanor with up to $500 fine, third or subsequent offense within five years is a Class D felony with up to $750 fine

Persons charged with, acquitted of, or convicted of marijuana possession offenses may petition for expungement if they have no other felony, misdemeanor, or violation convictions (excluding minor traffic violations) in the previous five years

All fines collected would be deposited into the State General Fund
