Allows off-road vehicles to operate on public roads in unincorporated county areas with posted speed limits of 45 mph or less, excluding interstates and municipal roads

Requires dealer certification that vehicles are equipped with brakes, headlights, tail lights, brake lights, turn signals, horn, seat belts, roll bar, spark arrester, muffler, windshield, and compliant tires

Operators must be at least 16 years old with a valid driver's license, and vehicles must be registered, tagged, and covered by liability insurance

County officials and employees are shielded from liability for injuries, deaths, or property damage arising from off-road vehicle operation under this law

Alabama State Law Enforcement Agency must collect crash data for 24 months and report to the Joint Transportation Committee before the 2029 legislative session; effective date January 1, 2027
