Authorizes Class 1 municipalities (Birmingham) to enact vacant property registration ordinances requiring owners to register properties within 30 days of vacancy or 10 days after municipal notice

Sets registration fees up to $250/year for residential properties and $1,000/year for commercial properties, with supplemental fees that can double annually up to 10 times the initial amount

Defines "vacant" as properties lacking habitual human presence or where business/residential occupancy has ceased for 90 consecutive days

Creates enforcement mechanisms including municipal fines, civil actions, and liens on properties for unpaid fees that are superior to all liens except tax liens

Provides exemptions for properties advertised for sale/lease, seasonal residences, those under construction/renovation, or subject to divorce/probate proceedings; effective October 1, 2026
