Creates the Office of Risk and Resilience within the Alabama Department of Insurance to develop risk controls and address insurance market challenges in the state

Moves the existing Strengthen Alabama Homes Program under the newly created Office of Risk and Resilience

Authorizes the Commissioner of Insurance to hire personnel for the office, including one exempt position outside the state Merit System with compensation set by the commissioner

The Strengthen Alabama Homes Program provides grants to retrofit residential properties against hurricanes, tornadoes, and catastrophic windstorms, funded through legislative appropriations and federal grants
