Amends Section 45-52A-35.08 of the Code of Alabama 1975 governing the Municipal Utilities Board of Decatur in Morgan County

Adds new requirement that the board operate all municipally owned utilities (electric, gas, water, wastewater) in a manner that encourages expansion and economic growth in each utility's service area

Updates statutory language from mandatory "shall have authority to" phrasing to permissive "may" for board powers including organizing utilities, employing/discharging managers, entering contracts, and purchasing indemnity insurance

Maintains existing requirements that wholesale utility purchase contracts and utility sale contracts exceeding 10 years require approval from the City of Decatur governing body
