Recreates the Alabama Commission on the Evaluation of Services as a legislative department under a new Chapter 2B of Title 29, repealing the existing Chapter 2A, effective January 1, 2027

Establishes a 12-member Legislative Committee on the Evaluation of Services to supervise the commission, composed of chairs and vice-chairs of Senate Finance and Taxation and House Ways and Means committees, plus appointees from legislative leadership

Requires state agencies receiving appropriations from the General Fund or Education Trust Fund to prepare evaluation plans for new programs and major expansions (defined as 25% or more funding increase), including logic models, outcome indicators, and causal impact evaluations where appropriate

Authorizes the Legislature to direct preliminary studies of proposed or existing programs and to require program evaluations as conditions for funding, with evaluation reports published on the commission's website

Creates the Alabama Commission on the Evaluation of Services Fund in the State Treasury for receiving appropriations, grants, and other funding sources to support the commission's operations
