Expands Alabama Public Service Commission from 3 at-large members to 7 members, with one commissioner elected from each congressional district starting in November 2030

Requires commissioners to reside in their district for the full term, with a two-term limit on service

Changes selection of commission president from statewide election to internal election by commissioners at the beginning of each term

Mandates at least one public meeting annually with utility representatives to inform the public on cost trends, reliability, infrastructure plans, economic development impacts, and energy production trends

Includes transition provisions: current commission president serves shortened two-year term (2028-2030), and existing members' terms are not diminished before the effective date
