Amends Section 13A-7-4.3 of the Alabama Code to exclude reservoirs that meet the definition of "public waters" under Section 9-11-80 from the list of critical infrastructure facilities

Removes criminal liability for unauthorized entry onto reservoirs classified as public waters, while maintaining protections for other public water system and wastewater treatment system components

Unauthorized entry to critical infrastructure facilities remains a Class A misdemeanor; damaging infrastructure or interfering with operations remains a Class C felony
