Alabama State Law Enforcement Agency (ALEA) would gain authority to adopt rules regulating anchoring and rafting of vessels on state waters, in consultation with the Department of Conservation and Natural Resources, Tennessee Valley Authority, U.S. Army Corps of Engineers, and U.S. Coast Guard.

Rules must establish legal mechanisms for removing vessels that are long-term, unlawfully, or unsafely anchored, including those creating safety, environmental, or nuisance concerns for other boaters or adjacent landowners.

ALEA may set minimum distance restrictions for anchoring and rafting near public access areas, private residences, marinas, parks, and commercial waterfronts.

Enforcement mechanisms would include citations, procedures for impounding, towing, storing, and disposing of vessels, along with associated fees.

Violations would be punishable as boating violations under Section 33-5-35 of the Code of Alabama; effective date is October 1, 2026.
