All Alabama state agencies must complete an initial AI-assisted review of all rules and guidance documents by April 1, 2027, followed by quarterly reviews thereafter

Agencies must acquire or develop AI systems to analyze whether rules are mandated or discretionary, identify conflicts or duplications, compare to neighboring states' standards, assess plain language compliance, and conduct cost-benefit analyses

Agency staff with subject matter expertise must review and approve all AI recommendations; no rule may be amended or repealed based solely on AI analysis without human approval

Agencies must eliminate conflicting rules, remove duplicates, correct unclear language, and update outdated provisions; retained burdensome rules require documented justification of public benefits

Annual reports due before September 1 must disclose the number of rules reviewed and modified, accepted/rejected AI recommendations, and estimated cost savings to regulated parties
