Authorizes Alabama to issue "Invisible Disability" license plate decals to vehicle owners diagnosed with conditions that may interfere with communication during first responder encounters, including autism spectrum disorder, PTSD, epilepsy, hearing loss, Alzheimer's, diabetes, heart conditions, and cognitive disabilities

Primary caregivers of individuals with qualifying invisible disabilities are also eligible to receive the decal

Applicants must provide a diagnosis from an Alabama-licensed physician as proof of eligibility and pay standard registration fees

Kulturecity, Incorporated is designated to design the decal, subject to approval by the Commissioner of Revenue

The decal does not qualify holders for special access parking privileges; effective date is January 1, 2027
