Creates the Imagination Library of Alabama Program to provide one free age-appropriate book per month to registered children from birth to age five in participating counties, mailed directly to homes at no cost to families

Establishes a 50/50 cost-sharing model where the state program contributes 50% of required matching funds and local program partners provide the remaining 50% match

Creates the Imagination Library of Alabama Fund in the State Treasury to accept gifts, grants, donations, appropriations, and federal funds, with unspent monies rolling over to the next fiscal year

Requires the Department of Early Childhood Education to coordinate with a 501(c)(3) nonprofit to operate the program, including promoting local affiliates, increasing enrollment, and conducting public awareness campaigns
