Directs $5 from each registration fee to the State Reservoir Management Grant Fund, with the remainder going to the State Water Safety Fund

Maintains the staggered registration renewal system based on the first letter of the vessel owner's last name, with assigned months from January through October

Allows initial vessel registrations to be issued in any month and for periods less than one full year

Effective date: January 1, 2027
