Prohibits construction and operation of new solar power facilities in Alabama for one year from the effective date of the act

Defines "solar power facility" as large-scale, ground-mounted photovoltaic panel installations designed to generate electricity for off-site use or sale to third parties

Exempts facilities already operating or under construction on the effective date from the moratorium

Takes effect immediately upon passage
