Allows counties to establish permitted locations for solar farms or prohibit them entirely, and levy permit and application fees to cover administrative and review costs

Violations constitute a public nuisance with fines up to $1,000; counties may remove violating structures and place liens on property for removal costs

Requires counties to establish a variance process with appeals to circuit court; effective date October 1, 2026
