Establishes the Alabama Centralized Grant Management Database within the Alabama Department of Economic and Community Affairs to provide a publicly accessible online platform listing all available federal and state grant opportunities for Alabama entities.

Requires the department to maintain a voluntary registry of qualified grant writers, consultants, and technical assistance providers available to help applicants.

Mandates the department provide guidance to local governments, small businesses, nonprofits, and other eligible entities in identifying and applying for grants.

Requires annual reporting to the Governor, Lieutenant Governor, Speaker of the House, and President Pro Tempore of the Senate on grants listed, database users, and administrative barriers.

Effective date: October 1, 2026, with funding through legislative appropriations.
