Appropriates up to $203,404,327 in federal funds from the One Big Beautiful Bill Act of 2025 (P.L. 119-21) to the Alabama Department of Economic and Community Affairs (ADECA) for the Rural Health Transformation Program for FY2026

Largest allocations include: Rural Workforce Initiative ($57,919,382), Rural Health Initiative ($55,936,190), Collaborative EHR, IT, and Cybersecurity Initiative ($31,425,971), and up to $20,340,432 for program administration, auditing, and reporting

Additional initiatives funded include Maternal and Fetal Health ($6,102,130), Cancer Digital Regionalization ($8,136,173), Mental Health ($7,271,705), Statewide EMS Trauma and Stroke ($4,068,085), and EMS Treat-In-Place ($5,085,108)

Unexpended funds do not revert but carry forward; any reallocation between initiatives requires written concurrence from the Finance Director and chairs of the House Ways and Means and Senate Finance and Taxation General Fund Committees, plus CMS approval

Effective immediately upon passage and Governor's approval
