Prohibits law enforcement officers from using four-point restraint (hog-tie position), defined as restraining an individual face-down with hands and legs connected behind their back

Prohibits officers from placing any individual in a face-down position that restricts oxygen or blood flow to the head or neck

Requires all law enforcement agencies to adopt policies and procedures explicitly prohibiting four-point restraint

Violations constitute a Class A misdemeanor

Effective date: October 1, 2026
