Expands the crime of transmitting obscene material to a child by computer to include cases where the sender believes the recipient to be a child, even if the recipient is actually an adult (such as an undercover officer)

Defines "child" as any person under 17 years of age for purposes of this offense

Classifies the offense as a Class B felony, with defendants required to be tried as adults and records prohibited from being sealed or expunged

Establishes jurisdiction in Alabama if the transmission either originates in the state or is received in the state
