Awarding authorities for public works contracts may purchase materials or equipment through cooperative purchasing agreements without following standard competitive bidding requirements, even when those items are part of a larger public works project

Applies to purchases made under Division 7 of Article 5 of Chapter 4 of Title 41, or under Section 41-16-51(a)(14), (16), (17), (18), or (19) of Alabama Code

Requires the awarding authority to approve such purchases by resolution or board action

Remaining portions of a public works project must still follow standard bidding requirements, even if the value drops below $100,000 after excluding cooperative purchases
