Defines and formalizes the veterinarian-client-patient relationship (VCPR), requiring a physical examination within the previous 12 months and annual reestablishment of the relationship

Prohibits veterinarians from prescribing or dispensing drugs without an established VCPR, and prohibits establishing a VCPR solely for drug sales

Prohibits the use of telemedicine to establish a VCPR, though telemedicine may be used for consultations within an existing valid VCPR

Allows "teletriage" (remote assessment) without a VCPR only for emergencies or non-clients, but diagnosis and treatment cannot be rendered through teletriage alone

Permits prescription refills for up to one year from the initial prescription date within a valid VCPR, unless restricted by medical necessity or law; effective October 1, 2026
