Urges Congress to authorize a reliability report on Marine Highway 65 (M-65) in the Water Resources Development Act of 2026

Marine Highway 65 includes the Tennessee River, Tennessee-Tombigbee Waterway, Tombigbee River, Black Warrior River, and Mobile River system serving Alabama and the southeastern United States

Requests the U.S. Army Corps of Engineers conduct a comprehensive assessment covering documented lock failures at Demopolis Lock, Holt Lock, and Wilson Lock, plus other infrastructure deficiencies

Supports the Tennessee-Tombigbee Waterway Development Authority's request, a four-state compact between Alabama, Kentucky, Mississippi, and Tennessee

Directs copies of the resolution be sent to the President, congressional leadership, Alabama's Congressional delegation, and the Tennessee-Tombigbee Waterway Development Authority
