HB 1017 Summary

• Establishes the "Arkansas Open Checkbook Act" requiring the Department of Finance and Administration to develop and operate a searchable public website by January 1, 2012, accessible at no cost

• Website must allow public to search and display state agency revenues, expenditures, employee compensation, and bond debt in aggregate or summary form using keyword search capability and machine-readable data formats

• Website shall provide detailed information on annual expenditures including disbursements, salaries, contracts, commodities, capital outlay, debt service, local government payments, grants, and other spending by state agencies

• Website shall provide detailed information on annual revenues including tax receipts, agency-earned funds, licenses and permits, gifts and donations, federal grants, and other revenue sources

• Website must retain data for at least ten fiscal years beginning with fiscal year 2011; excludes trade secrets and proprietary information from disclosure requirements; allows Department to promulgate rules for implementation
