Prohibits drivers from using handheld wireless telephones while operating a motor vehicle when passing a school building or school zone during school hours when children are present and outside the building.

Allows handheld wireless telephone use in school zones only when the driver is contacting law enforcement, fire department, public safety personnel, emergency medical personnel, or a 911 communications center for an emergency purpose.

Defines "handheld wireless telephone" as a wireless device requiring the use of at least one hand for calling, text-based communication, or wireless interactive communication, excluding hands-free devices, citizens band radios, and GPS/navigation devices.

Clarifies that drivers cannot be stopped or detained solely to determine compliance with wireless telephone use restrictions.

Takes effect on October 1, 2011, applying to all violations committed on or after that date.
