Requires each employee to contribute 0.5% of all wages paid to the Unemployment Compensation Fund.

Obligates employers to deduct employee contributions from wages and hold the deducted funds in trust until deposit into the Unemployment Compensation Fund.

Protects deducted funds from garnishment, attachment, liens, judgments, and bankruptcy proceedings, and exempts them from consideration as employer assets.

Makes employers liable for payment of required contributions if they fail to make proper deductions from employee wages.

Directs the Department of Workforce Services to adopt rules implementing the employee contribution requirements.
