Repeals the alternate base period provision that allowed individuals lacking sufficient base-period wages to substitute the four completed calendar quarters immediately preceding the benefit year, effective from July 1, 2009 onward.

Repeals the partial unemployment benefits provision that reduced weekly benefits by earnings exceeding 40% of the weekly benefit amount.

Modifies the definition of "suitable work" to include part-time work unless the majority of weeks in the employment period used for monetary eligibility were from full-time work.

Expands disqualification exceptions for voluntarily leaving work to include illness or disability of immediate family members, domestic violence situations, and moving with a military spouse to a new duty station.

Changes the disqualification period for refusing suitable work from a fixed 8 weeks to continuing until the individual has accumulated at least 30 days of employment covered by unemployment compensation.
