Establishes one Executive Director position (Grade C118) as the maximum number of regular employees for the Arkansas State Board of Chiropractic Examiners for fiscal year 2011-2012

Authorizes one temporary or part-time employee as "Extra Help" when needed at rates consistent with the Uniform Classification and Compensation Act

Appropriates $140,888 total for fiscal year 2011-2012, including: $53,993 regular salaries, $8,256 extra help, $17,199 personal services matching, $50,044 operating expenses, $3,396 conference and travel, and $8,000 professional fees

Requires the agency to request legal services from the Attorney General before employing private attorneys; the Attorney General may authorize private counsel only if insufficient personnel are available and consent is provided in writing

Declares an emergency clause making the act effective July 1, 2011, and requires compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, and other applicable fiscal control laws
