Establishes 48 new employee positions for the Department of Correction in fiscal year 2010-2011, supplementing positions authorized by Act 218 of 2010, including 1 internal auditor, 1 captain, 1 lieutenant, 1 advisor, 4 correctional sergeants, 1 grievance coordinator, 1 recreational activity supervisor, and 38 corporals.

Appropriates $1,655,382 from the Department of Correction Inmate Care and Custody Fund Account for personal services and operating expenses, including $545,008 for regular salaries, $223,039 for personal service matching, and $482,415 for professional fees.

Transfers $1,655,382 from the General Revenue Allotment Reserve Fund to the Department of Correction Inmate Care and Custody Fund Account upon the act's effective date to fund the Cummins 300-bed Trustee Barracks operations.

Requires all fund disbursements to comply with Arkansas state procurement, accounting, budgetary procedures, revenue stabilization, and fiscal control laws.

Declares an emergency due to insufficient existing appropriations for the Department of Correction to provide essential services, making the act effective immediately upon passage and approval.
