Amends Arkansas Code § 7-5-207(c) to establish the process for determining candidate ballot order through a public lottery by the county board at least 65 days before the general election.

Requires newspaper publication notice in a county newspaper at least 3 days before the ballot order drawing.

Mandates written notification to each candidate at least 7 days before the drawing, with the option to provide notice via electronic mail and to designate a representative to receive notice.

Specifies that for runoff elections, the ballot order for eligible candidates shall remain the same as in the previous election that led to the runoff.
