Amends Arkansas Code § 8-6-212(b)(1)–(3) to clarify that county governments may levy and collect solid waste management fees and charges based on fee schedules adopted in ordinances.

Establishes that property owners are presumed responsible for fees unless a tenant is registered with the county before the fifth day of the month of service, in which case the tenant becomes responsible.

Permits counties to collect fees through periodic billing or by entering fees on county tax records for annual collection with property taxes, with an additional 10% fee allowed for collecting delinquent fees from tenants.

Allows county collectors to retain 4% of collected fees plus an optional $2.50 per collection when maintaining separate tax books, with remaining funds paid to the county treasurer quarterly.

Declares an emergency due to counties facing significant revenue loss from transient tenants' nonpayment of solid waste management fees and charges, making the act effective upon Governor approval.
